Since the liberalization of telecommunications market in Taiwan in February 1996 new entrants have begun to provide various telecommunications services and compete with the monopoly of Chunghwa Telecom once. The National Communications Commission (NCC) is an independent and convergent regulator for both telecommunications and broadcasting sectors, which became operational in early 2006.
The fixed market is still dominated by Chunghwa Telecom, although there are four fixed-line operators licensed to provide local fixed network services. In the market for band wide, Taiwan is pursuing its neighbors Japan and Hong Kong in a strong position for next generation access (NGA). Taiwan FTTH / penetration Household B is ranked fourth in the world by the FTTH Council, nearly 20%, with Chunghwa Telecom leader in the development of FTTx and more investment planning fiber from 2008 to 1913.
In the mobile market there are five 3G and 2G four operators providing mobile services, and competition is fierce. Retail phone tariffs remain regulated by the retail-minus method, which is one of only a few cases in developed countries. With the auction WiMAX licenses in 2007, most Licensed operators have launched commercial mobile WiMAX service or trial. Plans auction of two licenses for mobile TV in 2010 will also promote convergence of services in Taiwan.
